At long last, relief

Okay, so it’s not exactly a concrete plan of action or anything, but finally it’s looking like Metrolinx is investigating a downtown relief line for the Yonge subway. I say finally because the subject of at least one downtown relief line has been floating about for some time (and certainly far longer than any TCL post would indicate).

The problem is a two-fold, compound one at the present time:

  1. This seems to be a far second consideration for almost everyone with a say in the transit debate, from Metrolinx to Karen Stintz. Most of the focus is on building new lines to the suburbs and this is just the beginning of starting to think about the topic.
  2. The downtown lines are already pretty crowded as it is. Take any downtown train, streetcar, or bus — especially when the weather’s a bit iffy — and you’ll get the idea.

So while there are big efforts underway to get more people onto the downtown lines, there’s almost no effort to expand the already crowded system — certainly not from the Ford administration.  If something doesn’t change, and soon, the disaster will be one of Fordian proportions.

In response to Karen Stintz’ accusation that Rob Ford ain’t doing his job, his office sent back a tersely worded response:

“There is no lack of leadership from the Mayor.”

Not what Stintz said, but given the collective capacity for comprehension behind Ford Nation, let’s just say close enough.

Except that Ford did’t write or send the response, he got one of his lackeys (George Christopoulos), to do it. In fact, there’s no indication that Rob Ford was involved in anything to do with the situation.

To be fair, he was probably busy clearing his schedule in order to personally respond to each constituent’s phone call (as every mayor of every large metropolitan area should) — a conservative estimate of 300,000 calls a year, or 820 calls per day — and delegated this lowly task to Christopoulos. Or maybe he was coaching football. Whatever. Clearly Ford showed leadership and world-class initiative, and got right out in front of the issue.

Karen Stintz points out the obvious

Specifically, Stintz says that Ford is “abdicating his responsibility” (to Ford Nation: that means failing to do his job), by continually putting off on hearing about various transit funding options for the city (expected to need about $2 billion over 25 years).

The options, put forward by Metrolinx, include:

  • Parking fees levy: An extra $1 a day, for a total of $1.4 billion a year.
  • Sales tax: An extra 1 per cent added to the HST, for an estimated income of $1.4 billion a year.
  • Fuel tax: An extra five cents per liter of gas, estimated to bring in $330 million a year.
  • Payroll tax: With a hike of 0.5 per cent, this would be expected to generate $700 million a year.
  • Property tax: Estimated to bring in an additional $670 million a year.
  • Vehicle travel fee: Drivers would be charged 3 cents per kilometer traveled. Expected to raise $1.6 billion per year, but the setup and administrative costs would probably be massive (if this was even doable).
  • Highway tolls: Same as above, but only on highways and at 10 cents a kilometre. Expected to pull in $1.4 billion a year.
  • Development charges: Developers would be dinged with a 15 per cent increase, amounting to about $100 million a year.
  • Transit fare increases: Guaranteed increases each and every year (in place now — thanks, Rob!), are apparently not nearly enough. An additional 15 cent per ride is expected to generate $50 million a year.
  • Land value capture: This weird one has private land owners forking over cash to the government when their property values increase as a result of adjacent government projects (they build a park next door, claim that it makes your property more expensive, and skim the difference). No figures provided.

I’m not going to sit here and claim that any of these are giving me a boner, but with these few, short paragraphs, I’ve managed to do infinitely more research into the topic than Ford.

Maybe none of these ideas have any merit at all. Maybe some of them are quietly and not obviously brilliant. Rob Ford will never know as his only response is to obstinately stick his fingers in his ears, scream “I can’t hear you!”, and blame everyone and their dog for lack of planning, poor leadership, and a lack of momentum.

Ford’s karma nips him in the ass

Rob Ford balked noticeably at being told that he would have to pay his own court costs in the conflict of interest case, which he says he won “fair and square”.

Although he reserved his harshest, most thoughtful criticism for the proposals that Metrolinx recently put out in order to fund transit in Toronto, he nonetheless believes that he was wronged in being forced to pay his own way after “winning” the appeals to the case — one out of four appeals, or 25% of the total to be exact (after completely losing the original case).

But this is Rob Ford, after all, who believes that 25% qualifies as an overwhelming “win”, or that a 47% voting result is a “majority” during an election, etc.

Ford is probably also upset that those opposing him are working for free (assholes!), essentially leaving him the only one footing the bill for his own crimes, which the appeal judges once again reiterated were very real and very wrong, hence the loss of most of the appeals.

The funny thing is that this is exactly what Ford and his idiot supporters outright demand — it’s everyone for themselves, and cut and slash and privatize and fuck everyone in the process because money should be in the pockets of the rich, corrupt, and openly criminal. This is Ford’s raison d’etre incarnate; but, of course, because it’s being done to Rob and not by him, it’s completely wrong! That’s  the new neo-Con, money-trumps-everything, buried-in-hypocrisy-and-lies-and-corruption Canada.

Clayton Ruby offered an insightful and absolutely correct analysis of the situation: “Mayor Ford’s costs request was, once again, scuppered by Mayor Ford.” The term “karmic retribution” would also be very appropriate — now the universe just needs more  of it.

Darn. I was so hoping that one of the local dailies would run something about the TTC, specifically about the subway. There was only more complaining from St. Clair West (the concrete streetcar barriers are built, people! It’s done! Get over it!), something about Robert Prichard who’s supposed to be getting the Metrolinx program underway (trying to bring the TTC and all the regional transit systems under one roof), and some goof who got busted driving his riding mower drunk on one of the rural roads north-east of Toronto.

Haha! I know, that last one’s not transit. But I had to share. I spent enough time around that area to have seen inebriated lawnmower drivers, and let me tell you, it’s hi-freakin-larious. Under normal circumstances, these gentlemen wouldn’t think to drive an unbalanced buggy with sharp, high-velocity, metal blades underneath, up a very steep hill. But then they partake of a few. :D

I guess there was one thing kinda related to the subway, the Toronto Sun’s lament about the state of our highways. Mostly, they were talking about this:

This is the picturesque Don Valley Parkway. It’s picturesque because it’s late in the afternoon on Sunday. At almost any other time, it’s bumper to bumper, stop and go. If you’ve been on it, you know what I’m talkin’ about, right? How many years of your life have you lost on that road? And on some sections, you’ve got a foot between you, the concrete barrier, the car on the other side, and the car in front, and the jerk behind is honking his horn for you to get outta the way. That, buddy, is how that dipshit down in the valley down there crashed his car. That’s why we’re moving extra slow. That’s why you can kiss my flatulent ass you …

Gosh, even thinking about it gets me all worked up; that’s one angry road. The attached 401’s not much better, but that’s a whole different kinda rage; high-speed, low-brow, middle-finger. You can’t shout at those speeds once you achieve them.

Torontonians know what I’m talking about, right? Yeah! Grandma’s doing eighty in the fast lane with nothing in front of her, tapping the breaks a few times a meter. What the fuck is her problem?! HONK H-O-N-K *H-O-N-K* GODDAMMITYARR!! *smash smash smash* GAAAARRR!! Then black out. Wake up under a highway overpass somewhere by the airport with blood on your hands and a dead body in the trunk of your car. Evade police for weeks in a massive manhunt through rural southern Ontario. Eh? Yeah. What Torontonian hasn’t been there?

So to avoid that scene, and since there’s no way we’re biking in from the sticks every day, there’s public transit. But not the fru-fru, surface streetcar my spoiled butt takes every day. We’re talking about the city plumbing; the subway.

There’s been a lot of talk about putting new stuff into the city center, which is fine by me, but it seems like a lot of the outlying, underground stuff is being forgotten. Specifically, the Bloor-Danforth subway line. That’s not to say that the Yonge-University line isn’t need of bit of a facelift too:

Vintage. The tiles look nicotine-friendly, don’t you think? But, at least, in good condition.

However, in the stations, if you’re in a hurry, headphones in, reading email, you might not notice how rustic they’re getting.

Often, it’s not straight ahead; that’s just an attractive young blur. Sometimes you have to wait for the crowd to clear (as in Sunday), and then look up:

Or you have to be at the right end of the platform:

Right, not that right. The other right. Your right. Right :) And you’re right, it is unsightly. But I haven’t heard of any plans to take care of it. Has Scabby Row been foresaken? I did my teen years there and it was pretty grungy. I was back recently and Kennedy Station had an even more watch-your-back feel to it than I remembered.

I’m one of those incurably sunny people who think that one of the ways to deal with the problem is to make the place nicer. For being so busy, it’s a grim station. On one side, it’s got a raised road with a raised LRT train track under it (two storeys of concrete, basically) so it’s dark, and on the other the parking lot of a grey-slab of a community centre. Stabbing or shooting someone here doesn’t seem out of context.

So, change the context I say. I’m sure it’s been tried and tested somewhere. And I’m sure I didn’t come up with it; wouldn’t that be a sad world to live in? I’m just too lazy to find a link.

Spruce up the stations. Scrub off some of that water damage. Repair some of those broken chunks. Put a little more life in there.

That probably won’t come out of the downtown streetcar money, which itself is in question. And that  infrastructure funding that was supposed to have paid for things like this turned out to be not so much. But there is the community.
